These are just some of the activities that government workers can look forward to as the Civil Service Commission (CSC) gears up to celebrate the month-long 125th Philippine Civil Service Anniversary or PCSA this coming September.

CSC Chairperson Marilyn B. Yap emphasized that the PCSA is not the CSC’s anniversary, but a celebration of the entire Philippine bureaucracy, which includes the more than two million government workers. “Ito ay anibersaryo nating lahat na nagta-trabaho para sa gobyerno,” said the chairperson.

With the theme, “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan”, this year’s milestone celebration underscores the essential role of civil servants in nation-building and in realizing the vision of a Bagong Pilipinas.

Discriminatory acts against persons living with human immunodeficiency virus (HIV) may now be subject to administrative discipline.

This was disclosed yesterday by the Civil Service Commission (CSC) as it released the Guidelines on the Investigation and Prosecution of Discrimination Cases against Persons Living with HIV (PLHIV).

Issued through CSC Resolution No. 25000399, the guidelines set the processes and procedures for the investigation and prosecution of discriminatory acts and practices committed by government officials and employees against PLHIV.

The Civil Service Commission (CSC) has released the list of topnotchers in the Career Service Examination - Pen and Paper Test (CSE-PPT) conducted on 2 March 2025.

With a rating of 97.91, Charina Mae P. Tigbayan from the National Capital Region (NCR), topped the Professional level followed by Joshua P. Cabangon, also from NCR, with a rating of 97.56.

Completing the list of top passers for the Professional level are Isaiah Gil E. Ortiz (NCR), 97.24; Mica Maurine M. Adao (NCR) 97.22; Frances Diana C. Serrano (Region IV) 96.95; Isza Marie N. Socorin (Region XII) 96.93; Carlo P. Fornoles (Region V) 96.92; Jan Alfred Vincent R. Ferrer (Region III) 96.89; Rodel P. Francisco (NCR) 96.88; and Monique S. Coching (NCR) 96.86.

For the Subprofessional level, Gerald Son B. Borilla III from NCR obtained the highest rating of 97.19 followed by Reid Chrysler C. Manares from Region XII with a rating of 96.26.

They are followed by Lenard F. Maramba (Region V) with a rating of 95.72; Shiela Shanne E. Macol (Region VII), 95.70; Ron-Ron M. Nochite (Region IV), 94.72; Jefferson Roi M. Barabad (Region VIII), 94.50; Jocoson O. Buahon (Region II), 94.44; Herlene B. Alejan (NCR), 94.33; Raquel Aira A. Diolata (NCR), 94.23; and Archaea N. Arturo (NCR), 93.60.

All government agencies should establish and implement their respective Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (HIV and AIDS) workplace policies.

This was directed yesterday by the Civil Service Commission (CSC) as it issued the Enhanced Guidelines in the Implementation of Workplace Policy and Education Program on HIV and AIDS in the Public Sector through CSC Resolution No. 2500398 promulgated on 23 May 2025.

The guidelines prescribe measures which agencies may undertake such as education and awareness-raising on HIV and AIDS, provision of support and/or access to information on HIV and AIDS-related services, promotion of a safe work environment through occupational health and safety standards and fostering confidentiality and non-discriminatory practices against persons living with HIV and AIDS.

 The Civil Service Commission (CSC) congratulates Atty. Luis Meinrado C. Pañgulayan on his confirmation as Commissioner by the Commission on Appointments (CA).

His confirmation follows a comprehensive review of his qualifications, impressive track record, and insightful contributions to public sector personnel administration during the hearing held on 4 June 2025.

President Ferdinand R. Marcos Jr. appointed Atty. Pañgulayan as ad interim Commissioner of the CSC, with a term ending on 2 February 2032.
