The Civil Service Commission (CSC) congratulates Atty. Luis Meinrado C. Pañgulayan on his confirmation as Commissioner by the Commission on Appointments (CA).
His confirmation follows a comprehensive review of his qualifications, impressive track record, and insightful contributions to public sector personnel administration during the hearing held on 4 June 2025.
President Ferdinand R. Marcos Jr. appointed Atty. Pañgulayan as ad interim Commissioner of the CSC, with a term ending on 2 February 2032.
Several members of the CA expressed their confidence in Commissioner Pañgulayan’s capabilities.
CA Minority Floor Leader Representative Johnny T. Pimentel, Senator Loren B. Legarda, and Camiguin Representative Jurdin Jesus M. Romualdo affirmed their support for his appointment.
Cavite Representative Roy M. Loyola also voiced his endorsement, stating, “Beyond his credentials and unwavering commitment to public service, I am confident that Commissioner Pañgulayan will serve with honor and distinction. He will be a valuable asset in strengthening our civil service system. Alongside Chairperson Marilyn B. Yap and Commissioner Ryan Alvin R. Acosta, the Commission will continue to uphold professionalism and accountability in our bureaucracy, empowering government employees to serve the Filipino people with excellence.”
Before his appointment, Atty. Pañgulayan served as Undersecretary for Policy, Planning, and Research at the Department of Agrarian Reform. He also held the position of Director for Appointments at the Career Executive Service Board.
