About the Anti-Red Tape Watch
As part of the CSC’s efforts to implement Republic Act (R.A.) No. 9485, as amended by R.A. No. 11032, or the “Ease of Doing Business and Efficient Government Service Delivery Act (EODB Law),” the CSC, in partnership with the Anti-Red Tape Authority (ARTA) will launch the Anti-Red Tape (ART) Watch this 2024.
The ART Watch is a mechanism to spot-check different agencies of the government to determine their compliance with pertinent provisions of the EODB Law. A team composed of officials and employees from the CSC disguised as clients will visit government agencies and inspect whether they observe the “No Noon Break Policy,” implement the rules on Citizen’s Charter, and display Anti-Fixer campaign posters, among others.
The ART Watch will also include interviews with clients within the premises of the agency at the time of the inspection to solicit feedback on their transaction experience.
The inspection team shall communicate the findings and the corresponding recommendations to the agency head and/or his/her authorized representative immediately after the visit. A subsequent visit may be done to monitor compliance with the CSC’s recommendations.
While the CSC endeavors widespread conduct of the ART Watch, in the meantime, the CSC’s target agencies are those with the most number of CCB complaints and those with heavy frontline traffic.
The CSC previously conducted the Anti-Red Tape Act Watch or ARTA Watch from 2011 to 2016 to implement the then Anti-Red Tape Act of 2007.
