The Public Assistance Center (PAC), as provided by CSC Memorandum Circular (MC) No. 15, s. 2014, serves as the central unit responsible for overseeing the management and operation of the CSC's public feedback mechanisms, including the Contact Center ng Bayan (CCB).

Action Officers are assigned to the PAC to provide timely and accurate information on queries related to government services, provide assistance on civil service matters, and manage other feedback regarding government services or experiences, such as complaints, commendations, or suggestions for improvement. The PAC directs customer feedback to the appropriate offices or agencies for resolution as needed.

In the CSC ROs, the Public Assistance and Liaison Division (PALD) also maintains a Public Assistance and Complaints Desk (PACD), ensuring the availability of knowledgeable Action Officers to attend to walk-in customers and provide appropriate resolutions to customer feedback through various platforms such as hotlines, emails, social media, and text messaging services. Furthermore, PALDs provide assistance to the PAC and the CCB by coordinating with government agencies within their respective regions to ensure that concerned agencies promptly address customer feedback.

Both the PAC and the PALDs utilize the Customer Feedback and Satisfaction Survey to gauge the satisfaction of customers with their service delivery, identify areas for improvement, and measure the effectiveness and efficiency of the CSC’s public assistance program.
