In a vibrant ceremony marked by a profound sense of honor and pride, the Civil Service Commission Regional Office II conducted the ๐๐๐ ๐ข๐จ๐ง๐๐ฅ ๐๐ฐ๐๐ซ๐๐ฌ ๐๐ข๐ญ๐๐ฌ ๐๐จ๐ซ ๐๐ฎ๐ญ๐ฌ๐ญ๐๐ง๐๐ข๐ง๐ ๐๐จ๐ฏ๐๐ซ๐ง๐ฆ๐๐ง๐ญ ๐๐จ๐ซ๐ค๐๐ซ๐ฌ ๐๐ง๐ ๐๐๐๐๐-๐๐๐ ๐๐๐๐จ๐ ๐ง๐ข๐ญ๐ข๐จ๐ง dubbed as ๐๐๐๐ ๐ท๐๐๐๐๐๐๐ ๐๐ ๐ท๐๐๐๐๐๐๐๐๐๐ held on 10 September 2024 at the DPWH Multi-Purpose Training Hall, Regional Government Center, Carig Sur, Tuguegarao City.
Said Awards Rites gathered a total of 156 in-person attendees, comprised of national and regional outstanding government worker awardees, Heads of Agencies, nominators, Human Resource Practitioners, Guests and visitors.
The event staged the exemplary feat of outstanding government workers whose exceptional accomplishments have brought public service to a higher degree of excellence, meeting the most rigorous criteria set by the National Committee for the Search for Outstanding Government Workers, through the Honor Awards Program (HAP).
Provincial Administrator Atty. Noel M. Lopez of the Provincial Government of Isabela and Public Schools District Supervisor Nora T. Tabaldo of the Department of Education, Schools Division Office of Cagayan are Regional Winners in the Dangal ng Bayan Award Category.
The regional winners of the Presidential Lingkod Bayan (PLB) Individual Category are Isabela State University SUC President IV Dr. Ricmar P. Aquino, Cagayan Valley Medical Centerโs former Medical Center Chief II, currently the Undersecretary of the Department of Health Dr. Glenn Mathew G, Baggao and Mayor Josemarie L. Diaz of the City Government of Ilagan, Isabela.
Meanwhile, USEC Baggao whose leadership turned CVMCโs vision of โproviding people-centered care, advanced training, and ethical research to the community, contributory to nation buildingโ into reality, has passed the nationwide screening of the Committee for PLB Award and is named one of the National Finalists.
Isabela State Universityโs Cagayan Valley Cacao Development Center (ISU-CVCDC), headed by Associate Professor V Myleen R. Corpuz, Associate Professor II Martina R. Peรฑalber and Administrative Assistant I Myla A. Simangan, is the lone Presidential Lingkod Bayan Group Award Category Regional Winner. Their effort in promoting cacao as livelihood option for Filipinos, cacao growers, processors and assemblers and as a research hub to students and researchers, have boosted cacao industry in Cagayan Valley. The team generated PhP24,944,365.80 income, forged five (5) Technology Transfer Agreements, developed 14 Utility Models and expanded partnerships with 15 Memorandum of Agreements. They received PHP30,000 cash prize as PLB Group National Semi-Finalist.
Information Officer III Hector U. Tabbun of the DARFO II, Senior Veterans Assistance Officer Marilen A. Tolentino of the Philippine Veterans Affairs Office-Nueva Vizcaya and City Veterinarian Pastor C. Tumaliuan Jr. of the City Government of Tuguegaro are named CSC Pagasa Individual Regional Awardees.
Moreover, after being shortlisted as semi-finalist, Mr. Tabbun, whose commitment and innovativeness contributed to millions of saved funds for the DA RFO 02 in the advertisement and promotion of programs, is already identified by the National Committee as National Winner in the CSC Pagasa Award Individual Category. He will be awarded at the Malacanan Palace on 18 September 2024. He, together with USEC Baggao, received their Regional Plaque of Recognition, a Certificate of Recognition signed by CSC Chair Atty. Karlo Alexei B. Nograles and a cash prize of PHP20,000,00 each as Semi-Finalist.
Two groups are declared by the RCA as CSC Pagasa Group Awardees, namely: (1) Isabela State Universityโs Cagayan Valley Small Ruminants Research Center Team (CVSRRCT) led by Professor VI Jonathan N. Nayga, Assistant Professor IV Aubrey Joy M. Balbi, Assistant Professor III Mark Joker L. Marcos and University Research Associate Ellaine O. Sotelo; and the (2) Department of Agriculture Regional Field Office II (DARFO II) Technomovers Team headed by Supervising Science Research Specialist Chonalyn A. Pascua, Chemist IV Fevie A. Ancheta, Senior Science Research Specialists Gemma G. Bagunu and Salvador M. Bulda and Science Research Specialist II Mary Jane B. Ibarra.
USEC Baggao and the Sikulati Team as National Finalists in the PLB Award Individual and Group Award Categories, respectively, will attend the national awarding where the conferment of the award will be vetted by His Excellency, President Ferdinand R. Marcos Jr.
For the 2024 SOGW, CSC RO II received 25 individual and group entries, 19 of which met the documentary requirements; thus underwent screening by the Regional Committee on Awards. 11 of said entries were identified regional winners.
Back-to-back with the HAP is the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) recognition rites which confer the Bronze, Accreditation, and Recognition awards to agencies in the region.
The Bronze Award is conferred to agencies that have met Maturity Level II (Process-Defined HRM) indicators in all the four (4) core Human Resource Management (HRM) areas, namely: Recruitment, Selection and Placement (RSP), Learning and Development (L&D), Performance Management (PM), and Rewards and Recognition (R&R). Among the agencies awarded with the Plaque are DPWH RO II, Provincial Government of Nueva Vizcaya, and LGU Jones, Isabela.
Also, LGU Camalaniugan, Cagayan is conferred with the Accreditation Award for having met the standards for Maturity Level II in the HR areas of RSP and PM. Said agency is now delegated with authority to take final action on appointments.
Meanwhile, the agencies conferred with the Certificate of Recognition for having manifested a Process-Defined HRM in the implementation of their HRM systems in Maturity Level II in one or more of the HR areas are LTO RO II (R&R), LGU Penablanca (L&D and R&R), and LGU Cabagan (L&D and R&R).
The awarding ceremony is graced by the heads of recognized agencies such as Mayor Washington Taguinod (LGU Peรฑablanca), Mayor Nhel C. Montano (LGU Jones), and Vice Mayor Jamuel Rosario (LGU Camalaniugan) and OIC Regional Director Manuel C. Baricaua (LTO RO 2).
Other agencies were represented by their Administrative and Human Resource Management Officer such as Atty. Mary Queen R. Umoquit (DPWH RO2), Alvin P. Baccay (LGU Cabagan), and Carol Guintalilib (PGO Nueva Vizcaya).
The PRIME-HRM recognition rites is a way of appreciating and recognizing the efforts of the different agencies in elevating their human resource management systems to a level of excellence which results in the improvement of the quality of public service delivery.
Atty. Karin Litz P. Zerna, CSC Assistant Commissioner for Support and Administrative, introduced by Atty. Marites P. Lappay, Acting Director IV, congratulated all the winners and commended their outstanding contribution in sustaining the high standard of public service and in initiating valuable and relevant programs which continuously bring great impact not only in the Philippine bureaucracy but even outside the country.
CSC RO II management is one with the message of AsCom Zerna as she expressed the gratitude of the Commission to all the partner agencies, the ever-supportive agency heads, the hardworking human resource practitioners and committed public servants whose efforts of delivering selfless service to the public are the reasons in celebrating the Philippine Civil Service Anniversary.
