The CSC does not prohibit the holding of Christmas parties as long as government agencies can assure continued delivery of efficient services.
“Christmas is the season of sharing and giving and I know that the best gift government workers can give to the transacting public is the provision of responsive, compassionate, and effective public service, not only for the holidays but throughout the year,” said CSC Chairperson Alicia dela Rosa-Bala.
The Civil Service Commission (CSC) reminds government agencies nationwide, especially those in the frontline, to provide uninterrupted service amid the conduct of Christmas get-togethers and other similar year-end activities.
Agencies that render frontline services are encouraged to adopt appropriate working schedules and assign skeletal forces to ensure that all clients who are within their premises are attended to during office celebrations. # # #

The Civil Service Commission (CSC) reiterates the provisions of Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees which prohibits civil servants from soliciting or accepting gifts, favors, loans or anything of monetary value in the course of their official duties. Thus, government workers are reminded not to accept gifts nor solicit for items to be raffled during Christmas party or holiday celebration.
“Serving the public is our duty and we must give the best possible service and the extra mile without expecting anything in return,” said CSC Chairperson Alicia dela Rosa-Bala.
Section 50 (8), Rule 10 of the 2017 Rules on Administrative Cases in the Civil Service (RACCS) provides that, “Receiving for personal use of a fee, gift or other valuable thing in the course of official duties or in connection therewith when such fee, gift or other valuable thing is given by any person in the hope or expectation of receiving a favor or better treatment than that accorded to other persons, or committing acts punishable under the anti-graft laws.” Violation of this provision is a grave offense and is punishable by dismissal from the service.

The Civil Service Commission (CSC) conferred recently the Local Treasurer Eligibility on 651 individuals who passed the Basic Competency on Local Treasury Examination (BCLTE) held October 14 this year. The figure represents 16.62 percent of the 3,916 total examinees.
The Local Treasurer Eligibility (LTE) is a second level eligibility appropriate for appointment only to Local Treasurer and Assistant Local Treasurer positions, and to positions under the Financial Services that do not involve practice of profession and are not covered by Bar/Board or special laws.
With a rating of 89.73, Marieven Zemon from Central Visayas (Region VII) led the Local Treasurer eligibles. China Olario of Zamboanga Peninsula (Region IX) is on second spot with an 88.92 rating. Coming in third with a rating of 88.38 is Gerry Maureal from Eastern Visayas (Region VIII).

The Civil Service Commission (CSC) announces that nominations to the 2019 Search for Outstanding Government workers may now be submitted to the CSC’s provincial and regional offices. The annual Search forms part of CSC’s Honor Awards Program (HAP). The awards to be given out are the highest and most coveted recognition given by the government to individuals or group of individuals who have excelled or shown utmost dedication and commitment in public service.
All government workers in the career and non-career service including appointive barangay may be nominated. Employees who are under job order or contract of service are excluded from the coverage of the program.
The three award categories under the Search are the Presidential Lingkod Bayan, Outstanding Public Officials and Employees or the Dangal ng Bayan, and CSC Pagasa.
