The Civil Service Commission (CSC) proudly joins the Department of Education (DepEd) and other key agencies in the ceremonial signing of the Implementing Rules and Regulations (IRR) of Republic Act No. 12080, also known as the Basic Education Mental Health and Well-Being Promotion Act.
As part of its commitment to strengthening mental health services in the education sector, the CSC played a crucial role in formulating the IRR, ensuring the institutionalization of new plantilla positions dedicated to providing mental health support in public schools. These include:
- Schools Division Counselors
- School Counselors
- School Counselor Associates
Under the IRR, the CSC will oversee the standardization of qualification requirements, recruitment, and appointment processes for these positions, ensuring that qualified mental health professionals are deployed across Schools Division Offices (SDOs) and public schools nationwide. This initiative will help address the growing need for counseling, crisis intervention, and mental health education in the basic education system.
CSC Chairperson Marilyn Barua-Yap emphasized the importance of institutionalizing mental health services through permanent plantilla positions, ensuring sustainability and career growth for mental health professionals in government service.

The Civil Service Commission (CSC) urges Career Service Examination-Pen and Paper Test (CSE-PPT) examinees to arrive early and review their school assignments ahead of the 2 March 2025 exam.
Per Examination Advisory No. 3, s. 2025, school assignments and the Examinee’s Guide are accessible through the Online Notice of School Assignment on the CSC website.
Key Reminders:
- Be Early: Arrive by 6:30 a.m. as gates close at 7:45 a.m. sharp.
- Valid ID Required: Present the same ID used during application or another CSC-approved ID. No ID, no exam.
- Dress Code: Plain white shirts or tops and transparent bags are recommended. Prohibited: sleeveless tops, shorts, ripped jeans, and slippers.
- Exam Security: No electronic devices, calculators, or other exam aids are allowed. Taking photos or posting test content online is strictly prohibited.

The Civil Service Commission (CSC) has reiterated prohibitions on personnel movements, hiring, and promotions in government agencies during the 2025 election period, per COMELEC Resolution No. 10999.
Key Restrictions
- Transfers/Details: Banned from 12 January to 11 June 2025, without prior COMELEC approval.
- Hiring/Promotions: Suspended from 28 March to 11 May 2025, including new positions, salary increases, or privileges.
Exceptions apply only for essential roles requiring COMELEC authorization.
