Genaral Function

The Office for Financial and Asset Management (OFAM) shall provide the Commission with financial, logistics, adequate working facilities, transport and printing services, art works, and other basic support services needed.

Specifically, OFAM shall provide the following administrative support services to the Commission.

  • Accounting services
  • Budgeting services
  • Procurement and Inventory services
  • Collection and Cash Disbursement services
  • Building and Grounds Maintenance services
  • General Services
  • Financial Assistance and Welfare Benefits services

RESPONSIBILITY OF OFAMS DIVISIONS

ACCOUNTING DIVISION

Responsible for the establishment and maintenance of a sound and efficient accounting system in the Commission, and for the submission of accurate and timely financial reports to top management and all fiscal agencies concerned, in accordance with the Generally Accepted State Accounting Principles and Standards.

BUDGET DIVISION

Responsible for the formulation and execution of the Commission's Annual Supplemental and special budgets including the preparation of budgetary; and monitoring of effective utilization / for the evaluation and monitoring of operations.

CASH AND DISBURSEMENT DIVISION

Responsible for the establishment and maintenance of control mechanism to safeguard cash, check, and accountable forms;

WELFARE FUND

Responsible for the investment, credit and loan and other monetary assistance / benefits to CSC Officials and employees.

BUILDING AND GROUND MAINTENANCE DIVISION

Responsible for the planning, construction and maintenance of building and grounds facilities of the Commission both in Central and Regional Offices and ensures the security and safety of its assets.

GENERAL SERVICES DIVISION

Responsible for the efficient, effective and economical procurement, storage, distribution of supplies and equipment and the monitoring of property accountabilities based on existing government rules and policies.

Responsible for the maintenance, deployment and monitoring of the proper use of transport utilities, and the monitoring of fuel consumptions based on existing government rules and policies.

Responsible for the printing and production of CSC related reading materials, such as manuals, brochures, leaflets, and various forms.

Responsible for the efficient, effective and economical procurement, storage, distribution of supply and equipment and for the
uniform enforcement of policies and rules on government and for monitoring of property accountability.
