In a world where the odds are often stacked against those who are different, Angelica R. Masmela’s story stands as a shining example of resilience, courage, and the transformative power of perseverance. Born and raised in the town of San Jose, Antique, Angelica’s journey has been anything but ordinary. Despite being differently-abled, she has broken barriers, overcome countless obstacles, and has triumphed in the face of adversity. Her success in passing the Career Service Exam – Professional Level (CSE-PPT), despite the numerous challenges, is a testament to her unbreakable spirit and unwavering faith.

Angelica’s life was forever altered when, at the age of 18, she began to lose her sight. What initially started as mild symptoms slowly escalated, and one day, the world she once knew faded into complete darkness. Diagnosed with Uveitis, which eventually led to Uveitic Glaucoma, Angelica's sight was completely gone by 2018. This devastating diagnosis was not only a blow to her personal world but also posed an unimaginable challenge to her dreams and aspirations. However, the darkness she faced was not a permanent defeat—it became the catalyst for a journey of self-discovery and strength.

The Civil Service Commission Regional Office VI conducted the Basic Competency on Local Treasury Examination (BCLTE) to 244 examinees on June 1, 2025 in Iloilo City.

The number of actual takers represented 80.53% out of the 303 applicants that registered for the BCLTE in Iloilo City, the lone testing venue in Western Visayas.


CSC RO VI Acting Regional Director, Atty. Erna T. Elizan spearheaded the conduct of the exams at Mandurriao National High School.


Representatives from the Office of the CSC Chairperson Marilyn B. Yap, Ms. Genelyn Gabriel and Ms. Stephanie-Anne Aquino, noted the smooth and orderly conduct of the BCLTE.

Themed "60 Years of Excellence in Public Service: Honoring the Past, Shaping the Future," the celebration highlighted CSC RO VI’s rich history, key milestones, and enduring commitment to innovation and service excellence in Western Visayas.

Capping its Women’s Month celebration, the CSC RO VI raised the awareness of 581 registered participants through “𝙀𝙢𝙥𝙤𝙬𝙚𝙧𝙃𝙀𝙍 𝘼𝙬𝙖𝙧𝙚𝙣𝙚𝙨𝙨: 𝙖𝙣 𝙊𝙣𝙡𝙞𝙣𝙚 𝙇𝙚𝙖𝙧𝙣𝙞𝙣𝙜 𝙎𝙚𝙨𝙨𝙞𝙤𝙣 𝙤𝙣 𝙒𝙤𝙢𝙚𝙣'𝙨 𝙍𝙞𝙜𝙝𝙩𝙨 𝙖𝙣𝙙 𝙋𝙧𝙞𝙫𝙞𝙡𝙚𝙜𝙚𝙨 𝙞𝙣 𝙩𝙝𝙚 𝙒𝙤𝙧𝙠𝙥𝙡𝙖𝙘𝙚”, held on March 24, 2025.
 
CSC RO VI Acting Regional Director, Atty. Erna T. Elizan, opened the session emphasizing on gender inclusivity, and reminding everyone that ours is a government of not just men, but also women, and that our rights and opinions should be respected. Atty. Cynthia Cabangal-Ng, M.D., Medical Specialist II at the Public Health Unit of Western Visayas Medical Center, who served as Subject Matter Expert, discussed the key benefits and privileges of women under the law, such as the Special Leave Benefits under the Magna Carta for Women, 105-Day Expanded Maternity Leave, Privileges under the Solo Parent’s Welfare Act, Adoption Leave under Simulated Birth Rectification Act of 2019, and Anti-Violence against Women and their Children Act. She also presented statistics on socio-economic inequalities towards women and emphasized the need for a continuing effort to increase awareness of the legal protection afforded to them.
 
This info session is aligned with the CSC’s advocacy of ensuring an inclusive and safe space for men and women government workers, where fair treatment and respect are fundamental values that thrive.
