In celebration of the National Women's Month, the Civil Service Commission (CSC) honored all women who were recognized during the recently concluded Awards Rites for the 2023 Outstanding Government Workers.
“As we celebrate Women’s Month, we honor the invaluable contributions of the 20 female civil servants who emerged as winners of the 2023 Search for Outstanding Government Workers. They proved that public service knows no gender. Their extraordinary dedication and impact in advancing national development inspire not only women, but all public servants on the importance of championing gender equality and pursuing excellence in government,” said CSC Chairperson Karlo Nograles.
President Ferdinand R. Marcos Jr. conferred the Presidential Lingkod Bayan (PLB) Award to six women for their exceptional contributions, which have significantly influenced public interest, security, and patrimony nationwide. They are:
- Raquel R. Rivera, Master Teacher I at the Alaminos City National High School in Alaminos, Pangasinan;
- Julie Ann A. Salido, Professor III at the Aklan State University in Banga, Aklan;
- Baguio Lead Contact Tracing Team Leader Donnabel T. Panes, Medical Officer V, and member Mischelle R. Junio, Administrative Assistant III; and
- Landbank Agent Banking (AB) Program Team members Julie Rose C. Castro, eProducts Officer, and Rosemarie N. Guevarra, Senior eProducts Specialist.

The Civil Service Commission (CSC) is reminding all government officials and employees across the nation to submit their sworn Statement of Assets, Liabilities, and Net Worth (SALN) for the year 2023 no later than 30 April 2024.
Under the 1987 Philippine Constitution and the Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, all government workers, whether regular or under temporary status, are required to file a SALN annually.
The SALN must also be filed by newly-hired civil servants within 30 days from the date of assumption of office, as well as within 30 days after separation from the service.
“We would like to emphasize to all government officials and employees the importance of submitting the updated declaration under oath of our assets and liabilities. As civil servants, it is our duty to complete this task truthfully to promote transparency and uphold the public's trust in both us and the bureaucracy, said CSC Chairperson Karlo Nograles.

The Civil Service Commission (CSC) urged government agencies to continue to be at the forefront of ensuring gender equality in the public sector in line with the celebration of National Women’s Month.
CSC Chairperson Karlo Nograles called on government workers across the country to reaffirm the collective commitment of fostering a culture of equality and inclusiveness by recognizing the capabilities of women and embracing partnerships across all genders.
“Women’s leadership, resilience, and commitment serve as an inspiration to us all. As government workers, we all have a unique role to play in shaping the future of governance and in gender mainstreaming in the entire Philippine bureaucracy. We must be champions of ensuring gender equality,” said Chairperson Nograles.

Civil Service Commission (CSC) Chairperson Karlo Nograles encouraged heads of government agencies, human resources management offices, and the public to nominate deserving government officials and employees for the 2024 Search for Outstanding Government Workers.
Nominations can be submitted electronically to CSC Regional and Field Offices nationwide until 31 March 2024.
An annual activity under the CSC’s Honor Awards Program (HAP), it aims to recognize and reward public service exemplars who demonstrate exceptional dedication to public service. By showcasing these exemplary individuals, the CSC hopes to inspire civil servants to improve the quality of their performance, instilling deeper involvement in public service.
“Let us continue this tradition of honoring outstanding public servants who, through selfless dedication and unwavering commitment, have shown their love for our country and tirelessly work for the welfare of others," said Chairperson Nograles.

Civil Service Commission (CSC) Chairperson Karlo Nograles announced the application period for the 2 June 2024 Fire Officer Examination (FOE), Penology Officer Examination (POE), and Basic Competency on Local Treasury Examination (BCLTE) is set from 4 March to 3 April 2024.
"We are pleased to announce the upcoming administration of the FOE, POE, and BCLTE across 16 regions nationwide, offering opportunities for individuals aspiring to serve in crucial roles as fire officers, penology officers, local treasurers, and assistant local treasurers. We urge applicants to promptly submit their applications, as they will be processed on a first-come, first-served basis," said Chairperson Nograles.
