The resolution granting civil service eligibility to Sanggunian Members has been amended.

This, after the Civil Service Commission (CSC) promulgated Resolution No. 2300882 on 15 September 2023, amending CSC Resolution No. 1300486 dated 06 March 2013. This new rule adopts and prescribes the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 10156, also known as “An Act Conferring Upon Members of the Sangguniang Bayan, Sangguniang Panlungsod, and Sangguniang Panlalawigan, the Appropriate Civil Service Eligibility under Certain Circumstances, and for Other Purposes.”

CSC COMMISSIONER ATTY. RYAN ALVIN R. ACOSTA STEERS CSC REGIONAL OFFICE X’S ADMINISTRATION OF THE CAREER SERVICE EXAMINATION

With CSC Commissioner Atty. Ryan Alvin R. Acosta at the helm of the conduct of Career Service Examination – Pen and Paper Test in Cagayan de Oro City on March 3, 2024, it was seamless. 17,475 examinees hurdled the Career Service Professional and Career Service Sub-Professional Examinations in the five (5) testing centers in the Region. By far, this was the highest number of examinees in the region, with the following composition per testing center, thus:

True to its vision of serving the public through streamlined and digitalized services, the Commission now offers online examination application processing thereby addressing the long queues during examination application period.  Addressing the public’s clamor, the Commission has also increased the number of testing centers in the region and has opened more examination slots to accommodate more examinees.

Significantly, government workers who took the March 3, 2024 Career Service Examination will be the first to benefit from the Grant of Career Service Eligibility – Preference Rating to Specific Workers in Government Agencies provided they meet the required length of service and work performance rating.  CSC Resolution No. 2301123 promulgated on December 7, 2023 grants additional points to qualified workers who obtain a failed rating of not less than 70.00 in the March 3, 2024 Career Service Examination and thereafter.

The expansion in the number of testing centers in Region 10, the increase in the number of examinees, and the grant of Preference Rating to government workers is seen to produce a higher number of Civil Service eligibles. Government institutions in the Region are strongly encouraged to fill up vacant positions in their plantilla to ensure the absorption of these eligibles.

The servant-heroes in the region, to whom the Civil Service Commission is grateful, served as test administrators.  Notably, CSC Region X personnel, especially those assigned in the Examination Services Division and in the Field Offices, spent countless hours, nights and weekends in the preparation and actual conduct of the examination. The CSC may not have sufficient personnel but it is never short on the dedication and commitment of its people.

 

 

CSC Updates on HR Actions with Commissioner Lizada

Government employees’ welfare was the focus of CSC Senior Commissioner Atty. Aileen Lourdes A. Lizada’s message during the conduct of the CSC Updates on HR Actions in Mambajao, Camiguin on February 20, 2024.

150 participants from various government agencies across Region X listened intently to Commissioner Lizada’s Inspirational Message and Updates on GSIS Matters. “Your presence here is reflective of your continued support to the CSC through keeping abreast with civil service rules, policies, programs and activities and gaining insights on human resource strengths that will help meet the ever-expanding demands of the stakeholders,” Commissioner Lizada remarked.

Highly-committed Subject Matter Specialists discussed topics on wellness, programs and recent issuances of the Civil Service Commission. Camiguin General Hospital’s Dr. Gretchen L. Cabalang, M.D., MSHHM had an engaging discourse on employee’s wellness. Atty. Theresa May P. Pimentel stressed the importance of “Mental Health in the Workplace.” In line with maintaining higher standards of excellence in Human Resource Management, Ms. Maria Cristina Gorgonia T. Saligumba presented the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Level III requirements. Atty. Riceli G. Madrid-Agan capped the intellectual discussion with the “Latest CSC Issuances.”

In the post-training evaluation, one participant commented: “I express my gratitude to the CSC for organizing this training session. As someone new to public service, I found inspiration in the words of Atty. Lizada, and I am pleased to see efforts directed towards ensuring the welfare of every individual. A contented employee is invaluable to any organization, and the initiatives to safeguard the wellbeing of government workers will undoubtedly yield fruitful results.

CSC Senior Commissioner Atty. Aileen Lourdes A. Lizada celebrated with CSC Regional Office X and LGU Mahinog officials and employees in the ceremonial groundbreaking of the CSC Field Office Camiguin Building in Benoni, Mahinog, Camiguin on February 19, 2024.

In her Inspirational message, Commissioner Lizada emphasized her great enthusiasm for the new development, which marked another significant milestone in the CSC ROX journey. She also thanked LGU Mahinog for its continued support and commitment to the CSC in delivering customer services to Camiguinos considering the expanding demands of the stakeholders.

Among the CSC ROX and LGU officials who were present during the activity were Acting Director IV Noemi Rabe-Torres, Acting Director III Atty. Cosette Maglasang-Mundo, Director II Mary Ann H. Borres, Mayor Rey Lawrence K. Tan and Vice Mayor Nerio Y. Galochino of the Municipality of Mahinog, Camiguin. The Commission, through CSC ROX and LGU Mahinog executed a Memorandum of Agreement for the construction of the said building, which is expected to be completed in April 2024.

Presently, the CSC FO-Camiguin Office is housed in one of the areas of the Department of Education, Division of Camiguin. Having the vision of providing better services to its customers, the Commission has granted funds for its third Field Office Building in Region 10. The CSC FO-Bukidnon and CSC FO-Misamis Occidental buildings were established in 2015 and 2019, respectively.

 Around 100 participants from the different national line agencies and partner organizations were in attendance during the launching of the Lingkod Bayani Eco-Park on September 22, 2023, in Sitio Kulago, Barangay Pagatpat, Cagayan de Oro City. The Lingkod Bayani Eco Park is a remarkable initiative by CSC ROX dedicated to recognize and honor the outstanding contributions of HAP Awardees, CSC Loyalty Awardees, and PRIME-HRM Awardees. It stands as a testament to the commitment of CSC ROX to celebrate and acknowledge the exceptional dedication, service, and achievements of government workers in the region who have gone above and beyond their commitment to public service.

During the launching, more than a hundred indigenous trees of different species were planted in the Lingkod Bayani Park. The participants of the said tree planting were from the Civil Service Commission Regional Office X (CSC ROX), Department of Environment and Natural Resources Region 10, CENRO Initao, Kulago Farmers Association, 2023 CSC Honor Awards Program awardees, CSC Loyalty Awardees, PRIME-HRM Awardees and other government employees in Northern Mindanao.

The launching of the Lingkod Bayani Eco-Park is in line with the 123rd Philippine Civil Service Anniversary and one of the initiatives of the CSC RO X in partnership with the Department of Environment and Natural Resources (DENR) Region 10 and the Kulago Farmers Association.  

A signing of Memorandum of Understanding for the said activity was initiated by CSC ROX Acting Regional Director Noemi Rabe-Torres, DENR 10 Regional Executive Director (RED) Henry A. Adornado, and Kulago Farmers Association President Jessie S. Gayla. The signing was witnessed by CSC Acting Assistant Commissioner Atty. Karin Litz P. Zerna, CSC ROX Acting Director III Atty. Cosette Maglasang-Mundo, DENR 10 Assistant Regional Director for Management Services Ma. Theresa J. Allen, and Administrator Roy P. Raagas of Cagayan de Oro City. It was assisted by DENR 10 Conservation and Development Division Deputy Chief Mercedita P. Barbarona.

“We look forward to this partnership in developing this area into Lingkod Bayani Eco-Park,” Regional Executive Director Henry A. Adornado, DENR 10, said adding that the Lingkod Bayani Eco-Park Park will surely be a sustainable one in the future through the involvement of the People’s Organization and other stakeholders.

CSC Acting Assistant Commissioner Atty. Karin Litz P. Zerna commended everyone who made the Lingkod Bayani Eco-Park possible. Atty. Zerna further said that she is positive that the said initiative will prosper as it will cultivate dynamism among government workers together with the involvement of the community.

“This will be our legacy to our future generation,” Acting Regional Director Noemi Rabe-Torres said in her message. She further said that every year, CSC or any government agency awardees can plant a tree in the Lingkod Bayani Eco Park.
