Cagayan de Oro City, September 5, 2023 – A significant stride towards modernizing bureaucratic processes unfolded at the Grand Caprice Restaurant, Limketkai Center, as government agencies from across Region 10 converged to witness the role of digitalization in streamlining bureaucratic processes. Attended by 320 participants representing various government entities, and graced by Atty. Karlo Alexei B. Nograles, the Chairperson of the Civil Service Commission, as the Keynote Speaker, the event served as a pivotal moment in the region's journey towards efficient e-governance.

In his speech, Chairperson Nograles emphasized that the digital transformation envisioned by the Civil Service Commission is consistent with the theme of the Philippine Development Plan 2023 to 2028 to “transform the economic and social sectors for a prosperous, inclusive, and resilient society.”    He mentioned that part of the bureaucracy’s agenda is digitalization to ensure better public service delivery and more transparency.  

Chairperson Nograles gladly revealed the digital innovations in the Civil Service Commission, particularly the Online Appointments Processing System (OAPS) and the Learning Management System (LMS). Through the OAPS, the preparation of appointments by HRMOs and the processing of appointments by the CSC will be fully automated.  Likewise, through the LMS, learning and development interventions can be provided anytime anywhere.

Other distinguished speakers shared their expertise and valuable insights making it a comprehensive and enlightening experience for all attendees. Director Mary Ann H. Borres, Director II CSC FO-Camiguin, opened the event with the topic of "Change Management: Transforming Organizations."

Director Alona B. Carumba, Director II  of CSC FO- Lanao del Norte, provided valuable insights on the "Amendment of Section 4 and 34 of the 2017 Omnibus Rules on Appointment and Other Human Resource Actions, as amended."  Ms. Maria Cristina Gorgonia T. Saligumba, Chief Human Resource Specialist, CSC Regional Office X elaborated on the salient features of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management or PRIME-HRM.

Mr. Nephtali Morgado, Provincial Government Department Head/IT Manager of the Provincial Information Management Office (PIMO) of the Provincial Government of Agusan del Sur, shared the Provincial Government’s best practices in organizational efficiency with the development of the Human Resource Information System (HRIS), an innovative and advanced system they founded and implemented that have streamlined, enhanced and digitalized government transactions.

Director Noreen Boots Gocon-Gragasin, Director IV of the CSC Integrated Records Management Office (IRMO), shared the other digital initiatives of the Commission: the External Civil Service Verification System (eCSEVS) and the Online Appointment Processing System (OAPS) of the Commission.

The event was headed by  Acting Director IV Noemi Rabe-Torres and Acting Director III Cosette D. Maglasang-Mundo, facilitated by the Human Resource Division, and attended by all the Field Directors and employees of CSC ROX.

With a diverse array of speakers and attendees, the event showcased the Civil Service Commission’s commitment in continuing at the forefront of digital transformation, promising a more efficient and responsive government through modernized services for the people.

Outstanding government officials and employees in Northern Mindanao were honored during the Parangal at Pasasalamat Program on September 22, 2023 at Mallberry Suites Business Hotel, Cagayan de Oro City.  Awarded as National Semi-Finalists were Dr. Ambrosio B. Cultura II, SUC President IV, University of Science and Technology of Southern Philippines (Presidential Lingkod Bayan Award) and Mr. Querino D. Lonsagon, Master Teacher II of the Department of Education – Division of Ozamiz City (Dangal ng Bayan Award).

The regional winners of this year’s Honor Awards Program - Presidential Lingkod Bayan were: (1) Dr. Ambrosio B. Cultura II, University of Science and Technology of Southern Philippines, and (2) Mayor Erick G. Cañosa, City Government of Gingoog.  The five (5) Dangal ng Bayan Regional Winners were: (1) Mayor Angelo G. Capistrano, Jr. of the Municipal Government of Salay, (2) Kristine Hope Q. Jamisola of Social Security System, (3) Querino D. Lonsagon, Department of Education – Division of Ozamiz City, (4) Maria Corina R. Ventura of the Municipal Government of Salay, Misamis Oriental and (5) Engr. Brandon Rey M. Pinto of the City Government of Cagayan de Oro.  The Civil Service Commission Pagasa Award Regional Winners were (1) Jay B. Roferos of the Department of Education, Division of Oroquieta City, and (2) 4Ps RPMO of the Department of Social Welfare and Development Field Office X (Group Category).

The Parangal at Pasasalamat Program is a recognition ceremony for the dynamic and exemplary government workers and government agencies in the region. This is an annual event organized by CSC, which has been a tradition since its inception. It serves as a platform to recognize and reward outstanding civil servants who have demonstrated exceptional dedication and competence in their respective roles. The event also aims to boost morale and to inspire others in the public sector to strive for excellence in their service.

The CSC ROX also recognized agencies that transform human resource management systems, competencies, and practices in the areas of Recruitment, Selection and Placement (RSP), Learning & Development (L&D), Performance Management (PM), and Rewards & Recognition (R&R), thus, elevating public sector HRM to a level of excellence, through PRIME-HRM or the Program to Institutionalize Meritocracy and Excellence in Human Resource Management.  The 2022 Bronze Awardees were (1) the Municipal Government of Claveria and (2) the Provincial Government of Camiguin.

Agencies with 2023 Bronze Awards were (1) the Department of Education Region X, (2) Municipal Government of Linamon, Lanao del Norte (3) Bacolod Water District, (4) Municipal Government of Bonifacio, Misamis Occidental, (5) Department of Education - Division of Malaybalay City, (6) Bureau of Jail Management and Penology X, (7) Bureau of Internal Revenue - Revenue Region No. 16 (Cagayan de Oro City), and (8) Municipal Government of Kalilangan, Bukidnon.

The Certificate of Accreditation was also given to the Municipal Government of Mahinog, Camiguin for its process-defined L&D and R&R and the Certificate of Recognition to Mambajao, Camiguin for its process-defined RSP and PM under PRIME-HRM.  On the other hand, agencies that were given recognition for having obtained Maturity Level 2 in RSP, PM, L&D and R&R were the Municipal Government of Jimenez, Misamis Occidental and the Provincial Government of Misamis Oriental.

CSC ROX also recognized its PRAISE Awardees – its offices that obtained an average Customer Feedback Satisfaction Rating of 4.95 or higher, thus: (1) CSC FO-Bukidnon, (2) CSC FO- Lanao del Norte, (3) CSC FO-Misamis Occidental and (4) CSC FO-Misamis Oriental.

Loyalty Award was also given to CSC RO X employees who rendered continuous and satisfactory government service for a period of ten years or more.  Among the Loyalty Awardees were: Mr. Felicito P. Licawan, Administrative Aide V, (40 years);  Eden H. Banaag, Chief Human Resource Specialist, (35 years); Director II Mary Ann H. Borres, (30 years); Director II Alona B. Carumba, (30 years); Silverio C. Napiere, Jr., Administrative Aide VI, (25 years); Rubam Roberto G. Magsalay, Administrative Aide VI, (25 years); Josefino G. De Leon, Administrative Aide IV, (20 years); Marianne V. Andrade, Chief Human Resource Specialist, (20 years); Michelle P. Limpot, Senior Human Resource Specialist, (15 years); Miguel Christofer B. De La Cerna, Administrative Officer V, (10 years); and Alexandr D. Arroyo, Administrative Assistant III, (10 years).

In her Keynote Speech, Acting Assistant Commissioner Karin Litz P. Zerna of the Civil Service Commission commended the dedication and sacrifices of the civil servants, highlighting their pivotal role in driving the nation's development. She said: “through the show of your emotions and genuine gestures, it proves that quality service for the public will never go unnoticed.”

The Program was attended by the CSC RO X Officials and Employees, members of the Regional Committee on Awards, the awardees and their family members.

NEWS RELEASE BLOODLETTING

The Civil Service Commission (CSC) Regional Office X, in partnership with the Northern Mindanao Medical Center (NMMC) and the Northern Mindanao Medical Center Employees Union (NMMCEU), conducted a Bloodletting Activity called “Dugtong Buhay, Handog ng Lingkod Bayan” at CSC ROX, Carmen, Cagayan de Oro City, on September 19, 2023.  It was not the first time that the Civil Service Commission Regional Office X partnered with NMMC and NMMCEU since they had conducted bloodletting activities in the previous years.  

More than 200 government officials and employees from various government agencies in Region 10 went above and beyond their duty as public servants by donating blood through which other people may live. They epitomized the true spirit of the Lingkod-Bayani.

In the Opening Program for the Bloodletting Drive, Acting Regional Director and Acting Assistant Regional Director, Noemi Rabe-Torres and Cosette Maglasang-Mundo, respectively, of CSC Regional Office X, thanked NMMC and NMMCEU for partnering with them in the conduct of the activity, and all blood donors and their agency heads for participating in the Bloodletting Drive and other activities for the 123rd Philippine Civil Service Anniversary

Medical Mission Web

 

A total of 649 beneficiaries from Barangay Calubo, Kinoguitan, Misamis Oriental received free medical services during the conduct of Medical Mission of Government Workers last September 16, 2023.

The Civil Service Commission Regional Office X, in partnership with Provincial Government Office of Misamis Oriental and Provincial Health Office, offered medical assistance to 152 Senior Citizens who received free medicines, Buntis Kit to 19 pregnant women, laboratory services to 45 individuals, dental services to 84 patients, and medical consultations to 349 individuals.

Other partner agencies such as Philippine Statistics Authority, Department of Social Welfare and Development, and Department of Foreign Affairs also participated in the said event by providing their services to the participants. The beneficiaries of the said medical mission were also given free snacks and lunch packs while they were being serenaded by the PGO Misamis Oriental Band.

The nationwide medical mission was in line with the 123rd Philippine Civil Service Anniversary which aims to reach out and provide basic medical and dental services to the underprivileged and marginalized sectors of our society. This is our way to give back to communities and to help the less privileged. The success of the event also led to talks for future collaborations with the PGO-Misamis Oriental and CSC ROX on medical missions and other events, which the said province will be conducting soon.

The event was graced by the presence of Congressman Christian Unabia, First District of Misamis Oriental, Governor Peter M. Unabia, Province of Misamis Oriental, Sangguniang Panlalawigan Members, Vice Mayor Tomas M. Zarate, and other officials. It was also attended by our very own CSC RO X Acting Director IV Noemi Rabe-Torres, and Acting Director III Atty. Cosette Maglasang-Mundo, together with the personnel and staff of CSC RO X.

CAGAYAN DE ORO CITY (PIA)--To streamline and modernize the examination process, making it more efficient and accessible to candidates, the Civil Service Commission (CSC)-10 relaunched the Computerized Examination (ComEx), September 5, with CSC Chairperson Karlo Alexei Nograles.

"My visit to the regional office coincided with the relaunching of our ComEx, or computerized examination, for Region 10. We have now provided Region 10 with the new computer server to ensure the continuous conduct of our ComEx at least twice a week," Nograles said.

A total of 25 computer units have been allocated for the use of CSC exam applicants in the region, ensuring that technological gaps do not hinder the examination process.
