Great news for government employees and the public—service delivery at the Civil Service Commission (CSC) is now faster, more efficient, and aligned with international standards, thanks to its newly earned ISO 9001:2015 Certification.

Awarded by TUV Rheinland Philippines after a rigorous audit in July 2024, this certification ensures that CSC’s key processes meet the highest global standards. It covers five core functions:

  • Civil Service Examinations – A more efficient and transparent testing system;
  • Appointments Processing – Faster approvals and streamlined recruitment; 
  • Learning & Development – Enhanced training programs for government employees;
  • Employee Organizations Accreditation – Strengthened policies for recognizing employee groups; and
  • Qualification Standards Evaluation – Clearer, merit-based criteria for government hiring.

The Civil Service Commission (CSC) welcomes the appointment of Atty. Luis Meinrado C. Pañgulayan as Ad Interim Commissioner.
 
Prior to his appointment, Atty. Pañgulayan served as Undersecretary for Policy, Planning and Research at the Department of Agrarian Reform and Director for Appointments at the Career Executive Service Board.
 
Atty. Pañgulayan joins Chairperson Marilyn B. Yap and Commissioner Ryan Alvin R. Acosta in leading the CSC as the central human resource agency of the Philippine government.

The Civil Service Commission (CSC) and Department of Health (DOH) remind government employees about the benefits and support available under CSC Resolution No. 2400721, Workplace Cancer Control Policy in the Public Sector, and Republic Act (RA) No. 11215, the National Integrated Cancer Control Act.

The policies provide comprehensive cancer control measures, including free cancer risk assessment, prevention, early detection, treatment, rehabilitation, and palliative care in government workplaces. Under RA No. 11215, employees can access affordable and quality cancer treatment, with additional financial assistance through PhilHealth.

The Civil Service Commission (CSC) has reiterated prohibitions on personnel movements, hiring, and promotions in government agencies during the 2025 election period, per COMELEC Resolution No. 10999.

Key Restrictions

  • Transfers/Details: Banned from 12 January to 11 June 2025, without prior COMELEC approval.
  • Hiring/Promotions: Suspended from 28 March to 11 May 2025, including new positions, salary increases, or privileges.

Exceptions apply only for essential roles requiring COMELEC authorization.

The Civil Service Commission (CSC) has announced the testing centers, school assignments, and important reminders for the Career Service Examination for Foreign Service Officer (CSE-FSO) scheduled on 26 January 2025.

A total of 489 examinees across 12 regional testing centers should review Examination Advisory No. 1, s. 2025, and access their school assignments through the Online Notice of School Assignment (ONSA) on the CSC website.
